Jennifer Shuldiner

Adjunct Scientist ICES Central Primary Care & Health Systems Research Program

Biography

Jenn Shuldiner is a scientist at Women’s College Hospital and an assistant professor at the Institute of Health Policy, Management and Evaluation at the University of Toronto. Her program of research focuses on unlocking capacity in primary care by optimizing workforce models and strengthening team-based care. She studies often-overlooked roles, such as medical office assistants, pharmacists, and nurses, and evaluates innovations that improve access, patient attachment, and clinician experience. Grounded in implementation science and co-design, Jennifer works in partnership with patients, clinicians, staff, and policymakers to generate actionable evidence and practical tools, including best practice guides, dashboards, and policy recommendations. Her vision is to scale high-performing primary care models across Canada to build a more equitable, sustainable, and patient-centred health system.

At ICES, she is based in the Primary Care and Health Systems program, where she uses linked, population-level administrative data to measure the quality and capacity of primary care. Her current ICES-based work includes an analysis of the impact and quality of Ontario’s newly expanded primary care teams, a project building a province-wide composite measure of primary care quality and capacity paired with case studies of top performers, and Tying the kNOT, a study mapping naturally occurring pharmacist–primary care teams. She has led and contributed to population-based ICES studies spanning childhood cancer survivor surveillance, COVID-19 vaccine equity, walk-in clinic care, and antibiotic audit and feedback.
