Todd Smeed

Todd Smeed is the Director of Cybersecurity and Interim Director of Information Technology at ICES. In these roles, Todd is responsible for protecting the security, integrity, and availability of ICES’ information systems and research data. He leads enterprise cybersecurity strategy, incident response, and security governance, while also overseeing core IT services and modernization initiatives that support ICES’ research mission and operational priorities.

Todd has more than 20 years of experience in cybersecurity and technology leadership, primarily in highly regulated healthcare and public‑sector environments. Prior to joining ICES, he served as Lead Security Advisor at Trillium Health Partners and held senior advisory and consulting roles supporting healthcare organizations, critical infrastructure providers, and enterprise clients. Todd’s areas of expertise include cybersecurity governance, privacy and regulatory compliance, cloud and identity security, and executive‑level risk communication. He holds multiple professional certifications, including CISSP, CRISC, and CEH, and is recognized for his pragmatic, risk‑based approach to enabling secure and responsible use of technology.
