1. to assess the variation in the risk-adjusted neonatal outcomes or quality of care, resource use, and service provision between Canada and Japan
2. to compare the institutional-level variation in risk-adjusted outcomes/quality of care, resource use, and service provision between Canada and Japan, by analyzing population-based cohort studies.
