The Ontariolegislature recently passed Bill 102, the Transparent Drug System for Patients Act, which mandates the establishment of a Citizens’ Council. The intent of the Council is to help guide drug policy in Ontario. This report describes the theoretical and practical issues related to establishing a Citizens’ Council, present approaches used in other jurisdictions, and recommends preferred options for the Citizens’ Council proposed in the Act.
